
YOUTH ADVISORY COMMITTEE (YAC)
Purpose:
To engage the Scouts in conversations that help us better meet their needs and keep our programs and facilities relevant.
Scouting is a youth-focused program, but most decisions are still made by adults. Youth are the experts of their own experiences, and it’s important to involve them in decisions that affect those experiences.
Listening to youth voices is essential for planning and evaluation. They can offer valuable feedback and share unique perspectives.
Rationale:
By inviting feedback and listening to youth involved in Scouts BSA or older youth programs, we empower them to influence decisions typically made by adults. We also give them the opportunity to learn how to take action to improve the program they participate in, rather than waiting for others to tell them what to do.
Being a voice in the decision-making process benefits young people by representing their interests, gaining recognition for positive changes, developing leadership and teamwork skills, and improving their own learning outcomes.
The local council benefits from increased youth participation in engaging and relevant programs. The committee exemplifies positive youth leadership within Scout units.
Tenure and Monthly Commitment:
The committee will consist of at least 12, and no more than 20 youth. Each youth will be chosen to serve for 1 year, Aug – May, with the opportunity to serve a second year.
Youth 13 - 18 years old are eligible to apply.
Meetings will be scheduled 6 to 8 times per year, each lasting 1½ hours, at the council office or at an alternate location.
Expectations:
Committee members are required to attend at least 6 scheduled meetings to stay on the committee. In-person meetings are preferred, but Zoom or hybrid meetings could be an option.
Parents of selected youth must consent to their Scout’s participation, sign an agreement form, and ensure transportation is provided to scheduled meetings. Non-facilitator adults present are expected to remain silent during the meeting.
Applications:
Youth can apply directly to the Council and must include a letter of recommendation from a registered Scout leader. Applications and Letter of Recommendation must be submitted online by May 15th.
Application Review:
Applications are reviewed by the YAC adult advisors who will focus on selecting youth who reflect the diversity of our council by ensuring representation in terms of geography, gender, race, ethnicity, and experience.
Selection Notification:
Applicants and their parents/guardians are notified by June 15th.
YAC Meeting Agendas:
Agendas will be set beforehand, and topics shared with the youth at least a week in advance so they have time to prepare comments. The goal is to develop topics that are sufficiently narrow to elicit actionable feedback within the council's authority, while remaining broad enough to foster innovative ideas for improvement.
